Utilizing Symphony for Ordering Activities

This overview explains how to work with the Symphony platform as a government customer.


General Navigation

Users will have a personalized view of their Symphony dashboard upon signing in (see Figure 1).

Program Officers
View all activities happening within the contract.
Ordering Contracting OfficersCreate orders, manage Q&A and award proposals.
Contract HoldersView released orders, submit questions, upload proposals, and manage contract data.

  1. Dashboard: Click this link to access the personalized dashboard.
      
  2. Help and Information: Click this link to access various tutorials or request assistance from the Symphony help desk.
      
  3. User IconClick the user icon to log out or access personal information. Users can make changes to the following data:
    • Personal Information: Update the phone, fax number, and position/job title.
    • Credentials:  Change the password or reconfigure an MFA app with the QR code.
        
  4. Quick Actions: Create a Task Order or Conduct Market Research.

  5. Announcements: Published by the Contract Vehicle Program Office.
      
  6. Contract Vehicle Documents: Download available documents provided by the Contract Vehicle Program Office.
      
  7. Orders: View, filter, and sort orders. 
    • Click the tracking number to see more details about a specific order.
    • The actions to take depend on the status of a task order (see Table 1)
        
      StatusDescription
      Defintion

      An order will be in Definition status after users enter and save the title. Definition orders do not have a Release Date.

      ReleasedContract Holders can see a released order. (See Posting a Task Order).
      Pending QuestionsA released task order with pending questions gives the Contract Holders the option to ask questions before the Question Period ends. The Respond to Questions tab allows users to check and answer questions submitted by the Contract Holders during this status. (See Responding to Questions).
      Pending ProposalsContract Holders should respond to an order in this status by submitting a proposal or a No Bid response. It does not give the Contract Holders the option to ask questions in Symphony before the submission deadline but they can modify and resubmit their proposal response before the deadline. (See Monitoring Order Responses).
      EvaluationWhen an order is in Evaluation status, the Report Award tab allows the Contracting Officer (CO) to evaluate and award the proposal. Once the CO awards a proposal, the Submit Award button is no longer available. (See Issuing an Order Award).
      Award ApprovedWhen the status is award approved the Awards tab will be available, and users can see the Contract Holder who received the award.

  8. My Tasks: View and respond to outstanding items.
