Federal Project Experience

Use these instructions to add federal projects to Company Assets in Symphony:

 

1. Go to Projects 

  1. Navigate to My Company and select the Projects/Past Performance tab. 
  2. Click the +New Project Experience button to add projects to the company assets before starting a proposal.
     

2. Start the Project Reference

When starting a project reference, users must provide the required data. New Projects are entered by filling in the fields and following the steps relating to the Project References, Documents, and Details


  • The first three options are not Federal Contract Types. They are Commercial and Other Types.
  • The remaining Contract Types are US Federal Government Types and may change as required by a solicitation (see Figure 1). (See Using the Solicitation Preference Feature).

For the Department and Agency name, we get our data directly from the Federal Procurement Data System (FPDS). 

  • If the agency needed is not listed, submit a copy of the FPDS report to the Symphony Help Desk.
  • We need documentation showing the Contracting Office Agency ID and Funding Agency ID from the Purchaser Information section to add the agency (see Figure 2).

  • If an FPDS report does not exist, use a Commercial Project Type to enter the name of the customer or agency that does not report to FPDS. 
       
  • If an FPDS does exist, contact us with the FPDS code from the contract and the contract number so that we can add the eligible Federal Agency. 

3. Upload Project Documents

Symphony will allow users to attach as many files as needed to support their claims (see Figure 3), but the size limitation of 20MB (Alliant 3 allows 100MB) will prevent users from uploading too large of a file (see Frequently Asked Questions).

Before uploading, use descriptive file names that explain what information is contained in the documents that support the claims. Uploaded files should have annotations (“tags”) to help guide evaluators to the qualifying criteria and additional solicitation-specific claims (see Symphony Tagging)The only recommended tags are listed below (see Table 1). All "tags" are at users discretion. They are not required.

  • Use the File Reference field to direct the evaluators to the relevant project document.
  • Use simple “tags” to make this process easier for the evaluators.
  • Users cannot rename or tag files in Symphony. 

4. Complete the Project Details


When adding Projects to My Company, all the project details entered will be considered against the scorecard once the project is added to a proposal and additional Performance Factors are claimed. 

  • Some project details are optional but may be required in future solicitations. 
  • If a question is not solicitation-related, it is not a requirement and is not scored. 
    Users can choose to ignore them. 
  • The solicitation requirements supersede the Symphony platform. 


5. Review and Complete

Review the project's general information and documentation. Save and Complete to add the project.

  • A table will display the added Projects/Past Performance and the ability to view, edit, or delete them from company assets. Use the Project title as a link to review the general information and documentation. 


6. Next Steps

  1. Return to the Dashboard and go to the Solicitations tab to add Projects/Past Performance to a submission. 
  2. Performance Factors will be available for additional scoring elements (see Figure 4)


The Submission displays the Solicitation Name on the top left and the Live Score on the top right.
