OASIS+ Proposal Finalization: Contact Assignments, Pricing Uploads, and One-Time Submission Rules (Part 3)

Purpose: This guide is Part 3 of the three-part OASIS+ submission series. It covers the final proposal assembly: assigning mandatory solicitation contacts, uploading administrative and cost/price files, managing amendment acknowledgments, resolving compliance alerts, and executing the one-time proposal submission.

Pro-Tip: Use this guide alongside the OASIS+ RFP Crosswalk: Field-by-Field Scoring Mapping and Section L & M Requirements to perform a final compliance audit of your Live Score before submitting.

The OASIS+ Submission Series Sequence:

  1. Part 1: OASIS+ Proposal Setup: Company Assets, SAM.gov Linking, and Teaming Strategy

  2. Part 2: OASIS+ Project Scoring: Qualifying Projects, J.P-3 Verification Forms, and Document Tagging

  3. Part 3: OASIS+ Proposal Finalization: Contact Assignments, Pricing Uploads, and One-Time Submission Rules (Current)

Before You Start

  • Authorized Roles: Only users assigned the Administrator or Open Market Proposal Manager (OMPM) role have permission to view and click the Submit Proposal or Modify Proposal buttons. Standard staff users can compile proposal data but cannot perform the final submission.
    • Note: To revise a rejected proposal or add a domain to a Continuously Open award, you must contact the Help Desk for assistance.

  • Contract Readiness: Ensure your Contract Manager (CM), Program Manager (PM), and Authorized Negotiator (AN) have active, self-registered user accounts in Symphony before attempting assignment.

  • Pricing File Pair: You must prepare exactly one uncorrupted Excel (.xlsx) pricing template and one corresponding file (e.g., Basis of Estimate).

  • Dashboard Filter: If your active solicitation does not appear on your primary dashboard, toggle the display from Favorites to Show All.

Amendment 0009 & SF-30 Acknowledgement: The submission window to acknowledge Amendment 0009 for pending offers closed on July 15, 2026, and standalone Business Factors for legacy amendments are retired. For all current and future submissions under Continuously Open solicitations, offerors must upload the latest executed SF-30 amendment package downloaded from SAM.gov into the SF-33 slot under Solicitation Details → Submission Documents.

Steps

1. Assign Proposal Contacts (CM, PM, and AN)

You must assign three designated administrative roles for each solicitation you pursue:

  1. From the main Dashboard, navigate to your target solicitation and click Start/Continue Submission to open Solicitation Details → Overview.

  2. Locate the Points of Contact panel on the right side of the screen.

  3. Click the User Icon (+) next to each role:
    • Contract Manager (CM)
    • Program Manager (PM)
    • Authorized Negotiator (AN)

  4. Select the active, registered user from the dropdown menu and click Assign. See Administrator Guide: Activating Users and Assigning Permissions.

2. Upload Solicitation Administrative Documents

Submit master solicitation documents and execution forms required by the RFP. Offerors only need to provide the most recent solicitation documentation posted on SAM.gov:

  1. Under the Solicitation Details → Overview dashboard, locate the Submission Documents card.

  2. Click Manage Documents.

  3. Select the applicable document category (e.g., SF-33/SF-30 or Cover Letter/Response to Debrief (Rejection Letter)).

  4. Upload your signed PDF documents.

System Note on Amendments: Do not attempt to locate or upload separate Business Factor entries for legacy amendments (such as Amendment 6 or Amendment 0009). Compliance with the active Continuous Open RFP is satisfied by uploading the latest official SF-30 under the SF-33 slot in Submission Documents.

3. Upload Cost/Price Documents

Cost and price files are managed at the company level and linked across your domain submissions:

  1. Navigate to My Company → Cost/Price.

  2. Template Verification: Confirm you are using the most recent official government pricing spreadsheet from SAM.gov. Older template versions, missing rows, modified formulas, or renamed tabs will trigger validation rejections.

  3. Upload Files:
  4. To replace a previously uploaded pricing file, click Unclaim, delete the outdated file, and upload the new document.

Domain Modification Exemption: If an active OASIS+ Contract Holder is submitting a Domain Modification request under Section H.11.3, cost/price and responsibility data are not evaluated unless explicitly requested by the Contracting Officer.

4. Review Live Score and Trigger Validation Re-Scans

Review compliance across all target domains before submission:

  1. Live Score Verification: Click the Live Score button to inspect your calculated score against the J.P-1 threshold.

  2. Reviewing Alerts: Inspect the Domain Submission Overview legend for Red Alerts (hard stops) and Yellow/Orange Warnings (advisories). Reference OASIS+ Validation Errors & Warnings: Scorecard Alerts, Hard Stops, and Re-Scan Rules.

  3. The "Save to Refresh" Rule: Symphony's validation engine may not automatically clear alerts when changes are made at the company level. If you modify an asset, team member, or business factor under My Company, you must navigate back into a project or factor within your active domain proposal and click Save and Continue to force the validation engine to re-scan and update the Score Card.

Project Validation: Red alerts indicate 'Hard Stops' (e.g., non-compliant end dates), while Orange advisories (e.g., score caps) are informational and do not block submission.

5. Execute the One-Time Proposal Submission

Symphony operates on a single-session snapshot architecture for proposal intake:

  1. Verify that all domains you intend to submit are in Ready to Submit status.

  2. The System Capture Rule: When an Administrator or OMPM clicks Submit Proposal, Symphony captures a permanent digital snapshot of every domain currently marked as Ready or In Progress under that solicitation. You cannot submit domains selectively or stagger domain submissions within the same session.

  3. Complete the final certifications and click Submit Proposal.

  4. Submission Confirmation: Symphony does not dispatch email confirmations upon submission. Official proof of submission consists of the Submitted status and the recorded Eastern Time timestamp on your Dashboard.

  5. Click the Submitted (view) link next to each domain to save or print a copy of your submitted proposal snapshot for your records.

6. Modifying or Withdrawing Submitted Proposals

    • Prior to Evaluation (Self-Service): If your proposal is in Submitted status and government evaluation has not commenced, an Administrator or OMPM can click Modify Proposal to revert the proposal package to an editable draft state. Edits must be re-certified and resubmitted before the solicitation window closes (if applicable). The submission date and project recency requirements will reflect the new submission, not the original one.

    • Active Evaluations and Contract Holders: Once evaluation begins, the proposal workspace locks to protect data integrity. To make revisions to a rejected proposal, update an offer under evaluation, or add domains to an existing Continuous Open award, submit a ticket to the Help Desk for assistance.
