OASIS+ Proposal Setup: Company Assets, SAM.gov Linking, and Teaming Strategy (Part 1)

Purpose: This guide is Part 1 of the three-part OASIS+ submission series. It walks offerors through setting up their company profile, linking SAM.gov entity data, establishing solicitation preferences, configuring teaming structures (CTA/JV/Subcontractors), and claiming company-level business assets inside Symphony.

The OASIS+ Submission Series Sequence:

  1. Part 1: OASIS+ Proposal Setup: Company Assets, SAM.gov Linking, and Teaming Strategy (Current)

  2. Part 2: OASIS+ Project Scoring: Qualifying Projects, J.P-3 Verification Forms, and Document Tagging

  3. Part 3: OASIS+ Proposal Finalization: Contact Assignments, Pricing Uploads, and One-Time Submission Rules

Before You Start

  • Active SAM.gov Registration Required: Your company's System for Award Management (SAM.gov) registration (and that of all teaming partners) must be current and active. Have your Unique Entity Identifier (UEI) and CAGE code ready.

  • Manual SAM.gov Data Sync Rule: Symphony does not automatically pull live updates from SAM.gov after your initial profile creation. If your company name, address, or socioeconomic status changes in SAM.gov, you must submit a ticket to the Help Desk to request a manual data refresh in Symphony.

  • Administrative Permissions: Profile setup and your internal teaming configurations require at least one account with Administrator permissions.

  • Filter Setup: Ensure you use the correct filters and upload locations to guarantee your company data is visible to government evaluators.

  • Reference the Crosswalk: Keep the OASIS+ RFP Crosswalk: Field-by-Field Scoring Mapping and Section L & M Requirements open while scoring to map specific RFP requirements (e.g., Section L.5.2) directly to Symphony data fields.

Steps

1. Confirm Your Target Domain and Set-Aside

Identify your targeted set-aside track (Small Business/Socioeconomic or Unrestricted) and review your selected Domain:

  1. Review the Domain Qualification Matrix (J.P-1) to confirm your point totals meet or exceed the minimum threshold (36 points for SB/SE, 42 points for UR, or 45 points for Enterprise). You can find it as an attachment to the solicitation posted at SAM.gov.

  2. Dashboard View Filter: On the main Dashboard, Symphony may default to your Favorites view. If you cannot locate a specific OASIS+ Continuously Open solicitation, click the Show All button on the Main Dashboard to display every RFP. Click the Star Icon next to any solicitation to save it to your Favorites view for quick access.

Check your baseline entity profile that was retrieved during initial registration by entering your corporate UEI.

  1. Navigate to My Company → SAM Data.

  2. Verify that your Legal Business Name, Address, CAGE code, and Socioeconomic Status match your active SAM.gov record.

  3. If any SAM.gov data is incorrect or out of date, submit a support ticket to request a manual database refresh.

3. Set Your Solicitation Preference (CRITICAL STEP)

Before entering company assets, you must configure the system filter to load the OASIS+ qualification rules.

  1. Go to My Company → Team Members, MRCLs, or Projects and locate the Solicitation Preference dropdown menu.

  2. Select ANY of the six GSA OASIS+ Continuously Open options (e.g., GSA OASIS+ Small Business Continuously Open).

Why This Matters: Setting the preference to an OASIS+ Continuously Open RFP activates the specific data fields and numeric point calculations required by the OASIS+ Qualification Matrix. All six Continuously Open options share identical underlying rules, so selecting one option applies across your entire company library without limiting which solicitations you can propose under.

Troubleshooting Alert: If you see "adjectival" Past Performance ratings (e.g., Positive or Neutral) instead of numeric point values, your preference is set incorrectly. Setting the dropdown to an OASIS+ Continuously Open RFP immediately unlocks numeric scoring.

4. Set Your Teaming Strategy (Two-Step Process)

Adding a teaming partner (Joint Venture member, Contractor Teaming Arrangement partner, or Subcontractor) requires completing two mandatory steps in sequence.

Step A (Company Level — Library Setup):

  1. Navigate to My Company → Team Members.

  2. Select your OASIS+ Solicitation Preference.

  3. Add the partner entity and upload required Section K representations and SAM.gov details in their Business Factors tab under the specific OASIS+ Representations and Certifications and Company Size label.

  4. Attach CTA disclosures, Joint Venture agreements, or Subcontractor Letters of Commitment (LOC) directly under the partner’s Documents tab. These documents must get the Teaming label. OASIS+ does not use the Joint Venture and Mentor-Protege Agreements Business Factor.

Step B (Proposal Level — Point Calculation):

  1. Navigate to your specific Domain Submission inside the active solicitation.

  2. Go to the Team Members section of that specific proposal.

  3. Formally select and link the team member from your company library to the proposal.

Crucial Rule: Completing Step A only builds the library asset. Partner points will NOT calculate toward your Live Score until Step B is completed inside the proposal submission.

  3. Locate OASIS+ Representations and Certifications and Company Size and claim the item.

Retired Amendment Business Factors (Legacy RFPs):

  • Amendment 6: Disabled; applied strictly to the initial legacy solicitation and is not active in Continuously Open.

  • Amendment 0009: Expired July 15, 2026; this standalone Business Factor no longer applies to active submissions.

Current contract holders can safely manage documents in My Company. Previously submitted proposal snapshots retain their original uploaded files permanently.
