Understanding the Document Library

There are two Document Libraries: one located in My Company and the other is in the Submission.


The Document Library provides a read-only view of all files uploaded to Symphony in My Company or added to proposals for submission. The Library is organized into folders corresponding to the tabs under which the information is uploaded. All proposal files must remain in Symphony until submission.


The Team Members hierarchy displays the Prime offeror as the first Team Member subfolder, which contains no files. All other Team Members' subfolders follow the Prime's subfolder (see Figure 1).


The My Company Document Library

The Company Name is displayed in the top left corner.


  • Folders containing documents are highlighted in orange
  • Folders without documents are displayed in gray.

 

Folder locations for different documents are as follows:

Team Members
Files include teaming agreements and the team members’ Business Factors from My Company >Team Members.
MRCLs
Files include MRCL agreements from My Company > MRCLs.
Projects/Past Performance
Files include supporting project documents from My Company > Projects.
Business Factors
Files only belong to the claims for the prime from My Company > Business Factors.
Cost/PriceFiles include the Pricing Proposal and supporting documents from My Company > Cost/Price
Submission Documents
Files are uploaded in a proposal from the Dashboard > Solicitations > Submission > Submission Documents.
DebriefFiles uploaded by the Program Office.


Post-Submission File Management

  • Files submitted with a proposal can be deleted after submission.
  • Changes made in the Document Library after submission and after the solicitation deadline will not appear in a submitted proposal.


Note: Clarification documents do not appear in the Document Library as they are kept separate to maintain the integrity of the original offer. Order documents are also excluded from the Document Library and are kept with the order.

  

Removing or Updating Files in the Document Library

The Document Library displays what has been uploaded in other areas of My Company or a Submission. Files cannot be removed or modified here. To make changes, navigate to the location where the files were uploaded, then return to the Document Library to confirm the updates.


Document Rules
  1. File names cannot exceed 250 characters.
  2. Symphony enforces a single file size limitation of 20MB (100MB for Alliant 3).
  3. Files cannot be combined into a "zip" folder, but there is no limit to the number of files uploaded.
  4. Files must be uploaded from a computer; Symphony does not support adding files from SharePoint or other cloud drives.
  5. Files cannot be encrypted.
  6. Controlled Unclassified Information (CUI), For Official Use Only (FOUO) and Sensitive but Unclassified (SBU) documents may be submitted in Symphony. Classified or encrypted documents are not allowed, and approval from the requesting agency is required to submit password-protected documents.
